भविष्य फल 2012 - 2013

सबसे पहले तो दिवाली की शुभकामनायें । कहते हैं दिवाली एक ऐसा पर्व है जब हर कोई चाहता है कि  उसकी तो दिवाली मनें और दुसरे का दिवाला निकल जाये । अब दिवाली पर किसकी दिवाली मानती है या किसका दिवाला निकलता है इस बात से तो हमारा कोई लेना देना न तो है और न ही बनता है । वैसे एक बात बता दूँ दिवाली मनने और दिवाला निकलने में हमें कोई रूचि नहीं हैं हम तो बस परंपरा का पालन करने का सिधांत मानने वाले आदमी है । अब यदि आज हमको भविष्य फल की बात करनी है तो आप ही बताइये  कि हम दिवाली मनने या दिवाला  निकलने जैसे विषय पर बात कर समय क्यूँ  नष्ट करें आखिर भाई समय भी तो पूंजी है न और इस पूंजी की कमी को पूरा करने के लिए ही तो सरकार ने खुदरा बाज़ार को भी विदेशी पूंजी निवेशकों के लिए खोल दिया है , खैर इस फ़िज़ूल की बात को यहीं समाप्त करके अपने आज के विषय पर ध्यान  देते है । बहुत पुरानी परंपरा है ये इस देश की , कि दिवाली के दिए जलाते ही मष्तिष्क में भी प्रकाश भर जाता है और हम ढूंढने लगते है वो पत्रिका / समाचार पत्र जिसमें भविष्य फल छपा हो । अब आज जब सभ कुछ ऑनलाइन होता जा रहा है तो हमने भी सोचा कि ये लेख किसी पत्रिका / समाचार पत्र में छपवाने से किया फायदा बस हमारे इस  नए ब्लॉग ने जन्म ले लिया ।

भाग [1] : आपके लिए ये अमावस दिवाली के साथ समाप्त होने नहीं जा रही है अब ये कितनी लम्बी होगी यह तो जटिल गणनाओं के बाद ही बताया जा सकता है परन्तु इतना समझ लीजिये की सुविधाओं से आप को कुछ समय तक तो अवश्य दूर जाना ही पड़ेगा । हाँ यदि आप गूगल फेसबुक आदि का मोह टाल सकें तो इस अंधकारमय क्षेत्र का दायरा और समय सीमा को कम किया जा सकता है । 

स्वास्थ के हिसाब से भी आनेवाले दिनों में कोई अच्छा समाचार मिलने की संभावनाएँ कम ही नज़र आती है वैसे इस वर्ष में आप किसी पुराने गंभीर रोग से मुक्ति पा सकते हैं और यदि भाग्य ने साथ दिया तो भूतल पर रह भी सकते हैं । 

सुखद बात ये है कि आनेवाला वर्ष आपके लिए आर्थिक उन्नति के ढेर सरे अवसर लेकर आ रहा है आपको बस खुद को स्वस्थ रखना है और शेयर बाज़ार पर नज़र जमाये रखनी है इसका अर्थ ये है कि इस वर्ष में आपके लिए अचानक धन लाभ का प्रबल योग है । नयी फसल की कटाई आपके लिए विदेश यात्रा का सन्देश ला सकती है ।

IPL 2012: Destiny Writes For CSK

Yesterday I heard that some teams are determined to win while some others are with win destiny. CSK under the captaincy of Dhoni belongs to latter class of teams. In the last four years, after the IPL 1, this year again  I was following the IPL. From the match one there were indications for the twists and turns during the tournament.

Look at the some of these twists and turns associated with defending IPL champion CSK on the basis of which they say M S Dhoni is the lucky captain.

1] It was match No. 13 of the tournament though No. 13 is considered as unlucky but this brought luck for the CSK, before this match team was struggling with just one win against the Deccan Chargers, from the three matches they played. [Early days of the tournament] RCB won the toss and elected to bat first, RCB went on to score 205 from their allotted 20 overs.

It was on the cards that CSK is likely to face yet another defeat and till the end of 18 over things were heading in that direction as at that stage of game CSK was struggling with 163 for four, needing 43 runs from last two overs.  This was Virat Kohali who bowled the 19^th over of CSK and Albie Morkel who had just walked in, went on score 28 runs from the six balls bowled by Kohali. [4,6,4,6,2,6]

CSK was needing 15 runs from the last over bowled by Vinaykumar, who went on get rid of Morkel on the second ball of the over but fail to defend 2 runs on last ball as Jadeja facing very first ball of his inning dispatched this last ball of match for four and CSK won the match.

2] This was the match No. 26 of tournament played at MA Chidambaram Stadium, Chennai, Rajasthan Royals won the toss and elected to bat, RR went on to finish their inning at 146 for 4 from their 20overs.

Match was again extended to 2 runs required from last ball and Dhoni scored these runs.

3] Date 14 May, Eaden Gardens Kolkata Match 63 of IPL 2012, Match No. 15 for CSK who were unable to find their winning touch as point tally for them was like 7 win from the 14 games played.

CSK won the toss and invited KKR to bat first who went on to score 158 for 6 from the 20 overs bowled by the CSK bowlers. After a very strong opening stand of 97 runs provided by Hussey and Murli Vijay in just 10.2 overs team was struggling for win in the last over as on the second ball of last over [bowled by Rajat Bhatia] Dhoni was bowled and team was needing 8 runs to win from remaining four balls.

Jadeja scored 3 runs from the first two balls he faced now Bravo was back on the strike and CSK needing 5 runs from 2 balls. Bhatia bowled a dot ball and CSK was left with needing 5 runs from the last ball of the match.

This is never easy for any player to hit a six on the last ball at Eaden Gardens against the home team with several thousand supporting roars for the home team, but when luck is on your side any thing can happen and Bravo hit a skiers towards the long on which landed beyond the Tiwari and boundary line and CSK once again, third time in the tournament went on test win on the last ball of the match.

4] On the 17^th Match CSK lost their match to KXIP and finished with 17 points standing at forth position on point tally with 8 wins 7 losses and 1 rain washed match from the 16 games to be played by every team.

At this time RR with 14 points and 2 Matches left and RCB with 15 points and 2 matches left were in the position to move forward and assure a place in final four for the playoff and leaving the CSK disqualified for playoff. This was on the card as RR and RCB both were left with one match against the D C, the weakest team of the tournament.

On the same day, 17^th May RCB went on win against the DD and matched with CSK on point tally [both having 17 points] with RCB to play their last game against DC on the 20^th May.

5] Match No 68, 18 May, Rajiv Gandhi Stadium in a do and die game RR after winning the toss and choosing to bat Rajasthan Royals were managed to score [Batting First] their season’s lowest total 126 for 8 and in the first 8 overs of their inning DC openers Dhawan and Reddy by scoring 62 for no loss has insured a defeat for RR. What a destiny favor (?) for the CSK.

6] Destiny was writing yet another page for CSK as RCB the only team of the tournament which crossed the 200 mark twice, has failed to score just 132 runs scored by the DC. This might be the rush of blood or the destiny of RCB that which forced Virat Kohali the captain of RCB to go wild on the last ball of 16 over [RCB 103 for 5], a over in which RCB batsmen have already scored 14 runs from the five ball and heading towards victory and place in final four for the playoff.

Things went beyond the control of RCB as in the next 4 overs team has scored only 20 runs with loss of 4 more wickets.

DON’T BLAME ANY PLAYER, TALENT OR ANY THING ELSE THIS WAS THE DESTINY WRITTEN FOR DHONI & OWNERS OF CSK.

सौरव गांगुली - एक युग की विदाई

निश्चय ही ये एक ऐसा विषय है जिस पर असहमति के स्वर सुनाई देना कोई नयी बात नहीं होगी परन्तु निश्चित ही दादा ने अपने जीवन की खिलाडी के रूप में अंतिम पारी खेल ली है |  अच्छा  तो  यही  होता कि यह देश का एक सर्वश्रेष्ट कप्तान और शायद कपिलदेव के बाद एकमात्र प्ररेणा दाई कुशल नेत्रत्व पहिले ही घोषणा कर देता कि ५ मई को कोल्कता में होने वाले मैच के बाद वो अपने क्रिकेट बेट को विराम देने जा रहा है,  परन्तु जिस प्रकार से पुणे कि टीम ने इस सत्र की शुरुआत की उसने शायद दादा के मन में विश्वास पैदा कर दिया कि वो IPL 5  के विजेता कप्तान के रूप में खेल को विदा कह सकते हैं अभी भी दादा शायद १९ मई का इन्तिज़ार कर रहें हैं जब एक बार फिर से पुणे और कोल्कता के बीच मैच होगा |

इतना तो निश्चित है कि दादा अधिक दिनों तक मैदान पर खिलाडी के रूप में नज़र नहीं आने वाले हैं वैसे तो उनकी जुझारू पन को देखते हुए ये कहना गलत हो सकता है परन्तु कोल्कता में ५ मई के मैच ने दिखा दिया कि दादा मानसिक रूप से आज भी उतने ही सक्षम है जितने वो भारत के लिए खेलने वाले पहले दिन थे परन्तु आज उनकी शारीरिक क्षमताएं उनकी मानसिक क्षमता के साथ प्रवाहित नहीं हो रही है |

यदि BCCI  दादा की क्षमताओं और प्ररेणा दाई नेत्रत्व का सदुपयोग करना चाहता है तो संभवतः यही सही समय जब दादा तो अंडर १९ का अगले पांच वर्षों के लिए कोच नियुकुत कर दिया | भारत वर्ष में तो शायद ही कोई क्रिकेट का जानकर होगा जो मेरे इस विचार से असहमत हो कि BCCI  का यह कदम भारत को अगले दस वर्षों में क्रिकेट का सरताज बनाने कि दिशा में सार्थक पहल होगी |

Bengal Tiger Dada V/s KKR: Match of IPL 2012

Surely this is possible only in IPL that Bengal Tiger Sourav Ganguli and Kolkatta Cricket team are fighting out for the glory. In Hindi there is saying meaning this is not possible to separate nails from the flesh but IPL has done this.

Today when Pune Warriors India will face the Kolkatta Knight Riders every Bengali will be praying for an attractive, impressive knock from the bat of their own beloved Dada and wishing for emergence of KKR as the match winner. Though this is quite possible that God might listen to thousands and thousands of Bengali people but considering the result patterns this appears that at the end of game there are more chances for a victory of PWI.

Till today our of the 44 games played [barring 2 rain washed games] 23 times home team has been fail to taste victory. PWI has scored 2 each victory home and away from their 4 wins in IPL 2012, where as out of the 6 wins of KKR only twice team has emerged as victorious at home.

The battle will start from the Toss as if the winning captain follow own winning trend it will support to winning trend of opposition team also. As till today out of 3 wins from the total 4 of PWI came batting first while the KKR out of 4 wins from 6 are the result of batting second.  

 KKR last home match batting first and scoring match winning total of 190 for four against the formidable attack of Royal Challengers Bangalore, certainly will prompt the Gambhir for batting first after winning the toss but weather forecast of and cloudy atmosphere will be helpful for the fast bowlers and when we add the winning trend of KKR in IPL 2012 this will become hard for him to take decision in favor of batting first.

Certainly this match is going to add new entry to record books of IPL [if weather permits game to be played] but considering the local support for Dada and his leadership quality I will opt 52% winning chances for PWI and 48% for the KKR.

IPL 2013

Nobody from the entire cricketing arena will dare to deny that Indian Premier League [IPL] is the most watched cricketing tournament of the world; eventually this tournament has turned the game of cricket into carnival for the viewers and a money factory for the players, team owners, sponsors and organizers.

For making this more entertaining and opening the new opportunities for the younger cricketers of world I am suggesting that from 2013 Onwards there must be 10 teams, 2 each from North India, South India, West India, East India and central India. From the Present three teams Bangalore, Chennai and Hyderabad from south, in place of Hyderabad new team either from Ahmedabad or Indore and one all together new team representing East India [Patna, Ranchi or Bhubaneshwar] should be introduced. The 10 Teams will be

1] Delhi Daredevils [North India, NCR, Hariyana, and U.P.]

2] Kings IX Punjab [North India Punjab, Chandigarh, Uttaranchal, J & K and Himachal]

3] Rajasthan Royals [Central India – Rajasthan and north Gujarat]

4] Ahmedabad or Indore [Central India – Gujarat, M.P. Chhattisgarh]

5] Kolkatta Knight Riders [East India – West Bengal & North East States]

6] Patna / Ranchi / Bhubaneshwar [East India – Bihar, Jharkhand and Orissa]

7] Mumbai Indians [West India- Mumbai & Goa]

8] Pune Warriors India [West India – Maharashtra]

9] Royal Challengers Bangalore [South India – Karnataka & Kerala]

10] Chennai Supper Kings [South India – Andhra Pradesh & Tamil Nadu]

You might be wondering why the state names are mentioned with every team, wait dear have some patience this will be disclosed when we come to composition of the teams.

Types of the Players

All the players will be divided into five categories

A] Past players from Indian Team or players with present contract with BCCI

B] Oversea players represented their respective country.

C] Indian Players above 25 years of age representing their state in domestic cricket.

D] Indian and oversea under 25 players

E] Indian and oversea under 19 Players

Auction of the player

There should be a minimum base price for every player from each category and my suggestions are

Category A – Rs. 3 Caror

Category B – Rs. 2 Caror

Category C – Rs. 1.75 Caror

Category D – Rs. 1.5 Caror

Category E – Rs. 1 Caror

Beside the auction amount every player in playing eleven will get Rs. 5 Lakh as match fees for every match played. 

In the category C, D & E, if the auction price for an Indian player crosses the limit of 3 times of base price his home team can use Veto power [Provided they don’t have max number of player allowed in that category] and have the player at the price, 3 times of the base price + 10% of amount of price higher than the base price, this 10% will be distributed among other biding teams and BCCI. In Category D & E, oversea players will not be priced higher than the 2.5 times of the base price if there are more than two teams interested it will be decided by lottery system.

Auction process will take place in order of [1] category A [2] category B [3] Category C [4] Oversea players for category D & E [5] Indian players for category D & E

If at the end of auction Indian players from category D & E are remained unsold and teams from their territory don’t have the minimum number of players in that category this will be essential for the teams to pick players from these at half of the base price + 10% to be paid to BCCI.

Number of Players in each team

Each team will have minimum 22 and maximum 33 players this will be as the following max and minimum number of players from each category

Category A       05 [Minimum 3 Players]

Category B       05 [Minimum 2 Players]

Category C       05 [Minimum 3 Players]

Category D       09 [Max 3 oversea player] [Minimum 7 Players]

Category E        09 [Max 3 oversea player] [Minimum 7 Players]

If any team takes an Indian player from Category A from the territory of other team 20% of the auction price [after subtracting the base price] will be paid to BCCI and home team. If any such player is purchased at base price buyer team has to pay additional 15% amount which will be shared by BCCI, Home Team and Player.

Playing Eleven Composition

This will be essential for every team to have at least one player from each of four categories of Indian Players and three Categories of oversea players.

Max. No, of players from each category are as follows

Category A        03

Category B        02

Category C        02

Category D        02

Category E        02 

In the playing eleven there should be minimum 6 Indian players and 3 oversea players. Maximum 5 oversea players are allowed.

Tournament Schedules

All the teams will be divided into two groups. Each team will play with other four teams of groups twice. Three top teams from each group will play once with other five teams. [These matches will be hosted at cities other than the home cities of the teams] Top four teams will qualify for the present Play of System.

As the matches of qualifying round for the Play of will be held in the cities other than the home city of teams hence there are more chances of more public turn out to stadiums and people from the cities like Lucknow, Nagpur, Gwalior etc will also have chance to be part of IPL.

Tomorrow on 27^th April we will be on the midway of the tournament as the match between Mumbai Indian and Delhi Daredevils played at Firoz Shah Kotla will be the 36^th match of IPL 2012.

If we look at the point table today certainly we will conclude that things are not progressing as was expected at the start of tournament, surely this was rain last night at Bengaluru which forced CSK and RCB to hold third and fourth position on the point table.  

Considering the past performance Delhi Daredevils are appear to have a dream run this year but for the most of followers of the game progress of Pune Warriors India and Rajasthan Royals is a surprise element of this year’s cricket carnival as at the start both were rated even below the Kings IX Punjab, though this is yet another thing that even before the start of tournament I was sure that PWI and RR are going to make a place in final four.

I was sure just because Dada has to prove his inspiring leadership once again and Rahul has to prove a point that though 20-20 is game of physical powers but still this can be won on sheer talent and class.

In today’s position PWI and RR need to won just four more matches out of remaining eight. PWI has to play 2 games each against DC, KKR, RR and one each against MI and RCB. If we consider the last match between the PWI and RCB, this doesn’t happen so frequently that over 20 runs are scored in the last over of the match this fact might prove a point of inspiration for PWI when they play reverse game against RCB at home ground on the 11^th May where as defending a paltry 129 against MI in the very first match of tournament they played is bound to boost the moral of player when they play against the MI on 3^rd May at home.

PWI need to won just one from these two and one each against the DC, KKR and RR to take their point tally to 16 considering the present situations this appears that 16 points will be more than enough for any team to qualify for the final four.

भारतीय लोकतंत्र और परिवर्तन की आवश्यकता

देश के पांच राज्यों के विधान सभा चुनाव परिणाम आने में अब तीन हफ़्तों से भी कम समय बचा है और जिस प्रकार के संकेत मिल रहे हैं उसे देखकर तो यही लगता है कि विशेषकर उत्तरप्रदेश जैसे बड़े राज्य  में  शायद ही किसी  एक राजनैतिक दल को बहुमत मिल पाए | उत्तरप्रदेश ही क्यूँ पिछले कुछ सालों से कई राज्यों और यहाँ तक कि केंद्र में भी एक से अधिक दलों की साझा सरकार कार्यरत है , वास्तव में देखा जाये तो देश राजनैतिक विश्वास और स्थिरता के अभाव के दौर से गुजर रहा है | राजनैतिक दलों और नेताओं के वायदों और आश्वासनों की भुलभुलिया में सामान्य मतदाता इतना भटक गया है कि सही निर्णय पर पहुंचना उसके लिए असंभव सा बन गया है |

चुनावों में पैसे और बहुबल , जाती और समुदाय तथा क्षेत्रीयता के बड़ते प्रभाव ने भी मतदाताओं के भटकाव को बढावा ही दिया है , राजनैतिक दलों का केवल चुनाव जितने तक सिमित रहने का दृष्टिकोण इस आग में घी का काम कर रहा है | आज अवस्था ये है कि प्रायः सभी राजनैतिक दल चुनाव के लिए उमीदवार घोषित करते समय उम्मेदवार की योग्यता और कार्य क्षमता को केवल और केवल चुनाव जीत सकने के आधार पर तय करते हैं |

चुनाव के बाद सरकार बनाते समय प्रायः राजनैतिक दल आपस में समझोता कर लेते हैं, जिससे जहाँ एक तरफ मतदाता खुद को ठगा सा अनुभव करते हैं वहीँ सत्ता प्राप्ति के इन अवसरवादी समझोतों के कारण देश के विकास पर भी प्रभाव पड़ता है | देश के वर्तमान प्रधानमंत्री श्री मनमोहन सिंह जी कई बार ये दोहरा चुकें हैं कि सहयोगी दलों के असहयोग के कारण वे कितनी ही नीतियों को अमल में नहीं ला पा रहे हैं |  वास्तव में देखा जाये तो आज़ादी के ६० वर्षों से भी अधिक के समय के बाद हमारा लोकतंत्र परिवर्तन चाह रहा है , देश अथवा राज्य में किसी एक राजनैतिक दल का शासन गुजरे ज़माने की बात बनने की दिशा में अगर्सर है |

देखा जाये तो इस समय देश को आवश्यकता भी है और लोकतंत्र के वास्तिक अर्थों के लिए ये अनिवार्य भी है कि हम अपनी वर्तमान के एकदलीय या बहुमतवाली साझा सरकार प्रणाली को बहुदलीय शासन प्रणाली में परिवर्तित कर लें | हमें ये ध्यान रखना चाहिए कि किसी भी क्षेत्र का मतदाता चुनाव में इसलिए वोट नहीं करता है कि उसके द्वारा चुना हुआ व्यक्ति ये कह सके कि चूँकि वो विपक्ष में था इसलिए क्षेत्र का विकास नहीं कर पाया | बहुदलीय शासन का एक फायदा ये भी होगा कि हमें श्री मनमोहन सिंह जैसे प्रधानमंत्रियों से राजनैतिक असहयोग जैसी बातें सुनने को नहीं मिलेंगी | इस सम्बन्ध में मेरे कुछ प्रस्ताव इस प्रकार है :

१] सर्वप्रथम अधिक वोट पाने के स्थान पर ये नियम होना चाहिए कि चुनाव जीतने के लिए ये आवश्यक हो कि उम्मेदवार को कुल मतदान के ५०% से अधिक वोट मिले हों | यदि किसी क्षेत्र विशेष में किसी भी उम्मेदवार को कुल मतदान के ५०% या उससे अधिक वोट नहीं मिलते हैं तो इन सभी उम्मीदवारों को उस चुनाव के लिए अयोग्य घोषित करते हुए उस क्षेत्र में १५ दिन के अन्दर फिर से चुनाव कराया जायेगा | इससे न केवल सामान्य नागरिकों में मतदान के प्रति जागरूकता बढेगी परन्तु साथ ही चुना हुआ नेता मतदान में रूचि रखनेवालों का वास्तविक अर्थों में प्रतिनिधि होगा | किसी जाती / समुदाय विशेष की , क्षेत्र विशेष में जनसँख्या के आधार पर उम्मेदवार निश्चित करने की प्रवर्ती पर भी लगाम कसी जा सकेगी |

२] हर राजनैतिक दल के लिए ये आवश्यक होगा कि वो चुनाव लड़ने वाले अपने सभी सदस्यों में से किन्ही तीन लोगों के नाम मुख्य मंत्री / प्रधान मंत्री के पद के लिए घोषित करें | चुनाव के बाद सदन के सभी सदस्य इन घोषत नामों में से , चुनाव जीतनेवाले किसी एक सदस्य को मुख्य मंत्री / प्रधान मंत्री के रूप में गुप्त मतदान के आधार पर चुनेगें | यह चुनाव दलगत आधार पर नहीं होगा अर्थात विधान सभा / लोक सभा का हर निर्वाचित सदस्य अपने विवेक के आधार पर वोट देगा |

३] मंत्री मंडल की सदस्य संख्या निर्वाचित सदस्यों के १०% के बराबर होगी | मुख्य मंत्री / प्रधान मंत्री के समान हर मंत्री के लिए भी विधान सभा / लोक सभा चुनाव में विजयी होना अनिवार्य होगा |

४] कृषि, विज्ञानं , वित्त , स्वास्थ और शिक्षा मंत्री अपने अपने क्षेत्र के विशेषज्ञ होंगे | मुख्य मंत्री / प्रधान मंत्री को ये विशेष अधिकार होगा कि वे इसकेलिए किसी सामान्य नागरिक जिसने चुनाव न लड़ा हो को भी नियुक्त कर सकते है परन्तु किसी भी अवस्था में चुनाव हारे हुए या चुनाव न लड़ने वाले राजनेता को यह मंत्री पद नहीं दिया जायेगा और न ही इस प्रकार मंत्री बनाये गए व्यक्ति को सदन में मतदान करने का अधिकार होगा |

५] विधान सभा / लोक सभा की कुल सदस्य संख्या के २०% से अधिक स्थान जीतनेवाले सभी राजनैतिक दलों के सदस्यों को मंत्री मंडल में सम्मिलित होने का अवसर मिलेगा | मुख्य मंत्री / प्रधान मंत्री के लिए ये आवश्यक होगा कि वे इन सभी दलों में से सदन में दल की सदस्य संख्या के आधार पर कम से कम ५% और अधिकतम १०% सदस्यों को अपने मंत्री मंडल में सम्मिलित करें |

६] मुख्य मंत्री / प्रधान मंत्री अपने मंत्री मंडल के प्रत्येक पद के लिए दो दो उमीदवारों का नामांकन करेगा जिन में से किसी एक को सदन के सदस्य गुप्त मतदान द्वारा चुनेगें |

७] अकार्यक्षम मंत्री को पद से हटाने का अधिकार मुख्य मंत्री / प्रधान मंत्री के पास होगा परन्तु इसके लिए मुख्य मंत्री / प्रधान मंत्री को सदन में स्पष्टीकरण देना होगा और सदन के ५०% से अधिक सदस्यों द्वारा उस प्रस्ताव का अनुमोदन अनिवार्य होगा | मंत्रियों के विभाग बदलने के लिए (विशेषज्ञ मंत्री छोड़कर) मुख्य मंत्री / प्रधान मंत्री  को न तो स्पष्टीकरण देना होगा और न ही सदस्यों के अनुमोदन की आवश्यकता होगी |

८] रेल विभाग के समान ही कृषि, विज्ञानं, स्वास्थ और शिक्षा मंत्रियों को अपने अपने विभाग का वार्षिक लेखा (Budget ) पेश करके सदन के बहुसंख्यक सदस्यों द्वारा उसे पारित करवाना अनिवार्य होगा |
